Adhere to the implementation of the "first topic" system and the handling of the "first essentials", organize and convene the first plenary meeting of the inter-ministerial joint conference on building a national intellectual property power; thoroughly implement the newly revised "Detailed Implementation Rules of the Patent Law of the People's Republic of China" , the number of high-value invention patents per 10,000 people reached 12.9, achieving the expected goals of the "14th Five-Year Plan" ahead of schedule; the "Intellectual Property Protection System Construction Project Implementation Plan" was issued, and the second batch of 15 national intellectual property protection demonstration cities was completed. and regional selection; vigorously promote special actions for patent conversion and utilization, promote the implementation of patent industrialization plans to promote the growth of small and medium-sized enterprises, strengthen the efficiency of intellectual property chains in key industries, and patent open licensing systems. The inventory of patents in universities and scientific research institutions across the country has progressed by more than 95%. The registration amount of patent and trademark pledge financing increased by 57% year-on-year; continued to improve the level of intellectual property public services, and did a solid job in preparing for the World Bank's global business environment assessment; attended the 65th Member State Assembly of the World Intellectual Property Organization, and actively prepared for the third The “The Belt and Road” high-level conference on intellectual property rights will be held; we will solidly carry out special rectification of unhealthy tendencies and corruption issues around the masses, and strengthen humanistic care for cadres and employees. The achievement of these achievements has laid a solid foundation and accumulated potential energy for the completion of the annual goals and tasks as scheduled.

The meeting stressed that the Third Plenary Session of the 20th CPC Central Committee, which had just been successfully held, had made major arrangements for further deepening reform in an all-round way, and clearly stated that an efficient comprehensive intellectual property management system should be established. The whole system should thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and truly unify thoughts and actions with the major decisions and arrangements made by the Plenary Session.
